Not all traffic is created equal. And it has nothing to do with volume or competition.
In the realm of keyword selection, it's super important to understand that. Once you understand which keywords are trash and which are gold, you'll soon after see a rise in that income level of yours.
I have had many sites and/or web pages that have received thousands upon thousands of what you might consider 'targeted' traffic in a general sense. They are hitting the site with a clear objective - looking for the keywords my site targets.
And with that volume comes some sales and actions. But when you really stand back and think about it, "what are those folks intentions?" You can't pin that down; and that's why your conversions are poor. Many broader keywords you can say their intentions might be quite a lot of things from maybe buying something, to just browsing to just looking for free solutions or info.
